For conceptualizing and implementing the rope-framed or floating cages in the sea and the pond-liner based fishponds that could enable sand dune areas to be productive, Regional Director Nestor D. Domenden of the BFAR Region I was awarded one of the 2013's brightest public leaders at the prestigious Gawad Career Executive Service Presidential Award.

The 13th Annual CES Conference was held at the Waterfront Cebu City Hotel & Casino on November 12, 2014. The Gawad CES is a Presidential award that recognizes distinguished career executives who embody the CES tradition of competent leadership and faithful public service. Three other Career Executive Service Officers (CESOs) also received the prestigious award. Domenden's accomplishments include the inventive concept of Pond-liner Based
Fishponds that could be used to convert into productive areas the 5,670 hectares of sand dune areas in Region 1, which perceived to have low economic potential for aquaculture development. Moreover, Domenden also conceptualized the rope frame fish cages innovation, also known as floating frameless cages.

The technology provided an alternative to cage structures made of steel, bamboo or PVC (Polyvinyl chloride) which are prone to being swept away or damaged during the typhoon season, thus allowing seawater breeds of fish to be farmed for production.

The project also allows seawater breeds of fishes to be continuously farmed for production.Domenden likewise cultivated partnership and linkages with the local fisheries and aquatic Resources Management Councils and past and present regional fisherfolk representatives, and also sustained the implementation of Mangingisdang director, thereby paving the way to strengthening the fisheries development programs at the grassroots level. This program strengthened the ties and creates camaraderie among Fisherfolk Representatives.

Domenden also led the establishment of hatchery in Region 1which is useful in the conduct of research studies on hatchery operations and management, breeding and broodstock development and maintenance. The Gawad CES was given annually since 2008, it aimed to encourage among Career Executive Service Officers (CESOs) and eligible the CES culture of competent, faithful, and dedicated Public

The other awardees were Manuel G. Co, administrator of the Parole and Probation Administrator(PPA), Rowen Gelonga, regional director of the Department of Science and Technology (DOST- Region VI) and Jaime C. Montoya, executive director of the Philippine Center for Health Research and Development (PCHRD-DOST). The conferment of the award was done by Secretary Paquito N. Ochoa Jr.

Each of the winners received Plaque of Recognition with the Presidential Seal and
Cash Prize of P100, 000.
